The United States Customs & Border Protection (USCBP) was formed largely out of the former U.S. Immigration & Naturalization Service (USINS) and the U.S. Customs Service (USCS). When the Department of Homeland Security (DHS) came into being in March 2003, the former immigration and customs services were divided into three separate agencies. The first is an inspections component, USCBP, which is primarily responsible for people and cargo admissibility issues into the United States. The second is a service component, U.S. Citizenship & Immigration Service (USCIS), which primarily provides immigration benefits. The third is an investigative component, U.S. Immigration & Customs Enforcement (USICE), responsible for conducting immigration and customs related criminal investigations.
