Geographic Focus: Three districts of Jharkhand: Ranchi, Hazaribagh and Dhanbad

Project Profile: CINI is collaborating with JSACS on implementation of the Making AIDS Services Stronger By Enhancing Organizational Outreach through Training (MASBOOT) project.  In the first two years, MASBOOT provided HIV prevention, care, treatment and support, and reporting training to institutions, NGOs/CBOs and different cadres of governmental health care staff to strengthen the National and State AIDS Control Program (NACP).  The project was redefined in 2007 in response to the release of the third phase of the NACP (NACP-III), and its priority to saturate high risk group populations with HIV prevention services. The project, now known as ‘MASBOOT BANDHAN', concentrates on assisting local NGOs providing targeted HIV prevention intervention services in three districts of Jharkhand, Ranchi, Hazaribagh and Dhanbad, according to national standards and guidelines. The project also provides capacity building support for demand generation and quality assurance for Integrated Counseling and Testing Centers (ICTC) in three of its focus districts in line with national standards. MASBOOT BANDHAN also works with the Jharkhand Technical Support Unit (TSU) to provide intensive assistance in these three districts and consultancy support to other districts in the state. The project has prepared a transition plan with active involvement of JSACS. The transition of activities from CINI to JSACS will be complete in 2010.

Key Ongoing Activities:

  • Capacitate local NGOs/CBOs to provide Targeted Interventions (TIs) to female sex workers (FSWs) according to national standards and guidelines in three designated districts. This activity is carried out in collaboration with JSACS and the TSU with technical assistance from the AIDS Prevention and Control Project (APAC) and MYRADA
  • Provide Technical Assistance (TA) to JSACS through a consultant to support quality assured Counseling and Testing (CT) services and linkages to care and support services for FSWs and Truckers for all Integrated Counseling and Testing Centers (ICTCs) in Jharkand
  • Help create demand for ICTC, care, treatment and support services among People Living with HIV (PLHIVs) in the three designated districts

Project Achievements and Innovations:

  • The project has provided training and learning experiences to more than 1,500 people. This has resulted in increases in awareness and demand for services.
  • The project was revised in 2007/8 in alignment with NACP III's focus of saturation of high risk groups of FSWs, truckers and migrants. In this effort, the project has:
    • Supported formative mapping and needs assessment of FSWs in three districts. The mapping and needs assessments identifies the hot spot areas and missing services as per national guidelines.
    • Identified and capacitated three NGOs/CBOs to deliver targeted interventions for non- brothel based FSWs in predominantly tribal areas.
    • Capacitated NGOs/CBOs to provide TI services with extensive linkages to testing, care, support and treatment to more than 2500 FSWs in the three districts.
    • Placed a consultant in JSACS to support ICTC activities and contribute to the development of the state annual action plan.
  • This project is providing HIV-related prevention services in a newly-formed state with a predominantly tribal population and a developing public health infrastructure.
