Project Description Indian Network of Positive People (INP+)
 

Duration: September 2003 - November 2009

Geographic Focus: Tamil Nadu (1 district) and Andhra Pradesh (10 districts)

Project Profile: INP+ strengthens People Living with HIV/AIDS (PLHAs)' network organizations, which are independently registered groups at the state and district levels in India.  USG support contributes to INP+'s work to: provide psychosocial support services such as peer counseling; promote "prevention for positives" messages; link PLHAs to local health service institutions for treatment and care; and train PLHAs in skills to enhance their quality of life.  USG support also focuses on training PLHA organizations affiliated with INP+ on management, monitoring and evaluation, and reporting systems.  The program developed an innovative approach to involve PLHAs in the District AIDS Prevention and Control Unit (DAPCU)'s system for district and state monitoring service in the state of Andhra Pradesh through the recruitment of a District Reporting Associate (DRA) from the PLHA networks.

Key Ongoing Activities:

  • Development and implementation of Family Counseling Centers in the Government Hospital of Thoracic Medicine (GHTM) and the Chest Hospital in Hyderabad.  Establishment of a Life Focus Center at GHTM
  • Follow-up counseling training for peer counselors at Drop in Centers (DICs) and district support groups beyond the post test session
  • District Documentation and Reporting Program in 9 districts in Andhra Pradesh through the DRA to support the district authorities in monitoring services provided for PLHAs
  • Training of INP+ staff and qualified PLHAs in strategic information to provide stronger inputs in policy-level discussions at the national, state and district levels
  • On-site management and technical support to District and State-Level Networks including support for legal procedures and for early and proper access to medical services
  • Training board members at the district level networks on "Healthy Plan-It" - a tool for planning and managing public health programs using a data-based decision-making process

Project Achievements and Innovations:

  • DRA working closely in 9 districts with the District Nodal Officer for HIV/AIDS and District Program Managers (DPMs) in Andhra Pradesh for better monitoring of the program
  • "Healthy Plan It" training for the board members of the district level networks
  • INP+, through their consultant, supported streamlining counseling activities in GHTM
