Project Profile: Public Health Management Institute (PHMI) is a non-profit organization established in 2006, with a mission to improve the quality of life through implementing health interventions and related activities in underserved communities. The goal of PHMI is to build human and organizational public health capacity and to improve strategic information systems. Focusing on HIV/AIDS-related activities in the high prevalence state of Andhra Pradesh, PHMI is conducting public health training and implementing programs that emphasize the standardization of public health delivery programs in India.
Key Ongoing Activities:
- Strengthen systems through Technical Assistance (TA), consultancy and support
- Support for APSACS for Monitoring and Evaluation/Surveillance, Integrated Counseling and Testing Centers (ICTC), and District AIDS Prevention and Control Unit (DAPCU) programs
- Support local NGOs in Andhra Pradesh
- Build individual and organizations' capacities
- Implement a unique Data for Decision Making Program to provide district level public health professionals with ongoing technical training, classroom experience and mentoring assistance to use available data for planning and programming
- Provide short term training programs on EpiInfo and project management to NGO staff who provide Targeted Intervention (TI) services to high-risk groups
- Provide TA to APSACS in recruitment and induction of District AIDS Prevention and Control Unit (DAPCU) staff (District Program Managers, Monitoring & Evaluation Assistants and Accounts Assistants)
- Support APSACS and NACO in planning for decentralized administration of HIV/AIDS services at the District level
- Facilitate workshops and stakeholder conferences for government, high risk groups, health practitioners, and religious leaders on bottlenecks in the implementation of HIV related policy in Andhra Pradesh
- Provide TA to APSACS for evidence-based planning to increase service coverage
- Utilize open source Learning Management System and web portals to develop learning modules specific to local needs.
- Support the electronic medical record system in the Government Hospital of Thoracic Medicine (GHTM), Tambaram
Project Achievements and Innovations:
- Rapidly provided TA to APSACS in District Action Planning Development which involved 1,300 HIV staff representing 600 organizations
- Provided TA for decentralized district-level evidence-based planning training given to 73 participants, including all 23 Additional District Medical Health Officers in Andhra Pradesh
- Trained 69 newly recruited DAPCU staff from all 23 districts of Andhra Pradesh
- Piloted an HIV Laboratory Certification Group in partnership with APSACS to work on standardization and certification for small and medium laboratories. Two laboratories are now certified by the Government of Andhra Pradesh
- Support to three full-time consultants at APSACS
- Initiated a one year Public Health Field Leaders Fellowship
- Trained 79 participants from 64 Targeted Intervention NGOs on program management
- Provided TA for an integrated approach services mapping training given to 65 outreach workers in one district of Andhra Pradesh
- Organized a media sensitization workshop for journalists focused on interpretation of essential HIV/AIDS information in India and Andhra Pradesh, including the picture of the epidemic, HIV treatment, and the National AIDS Control Plan (NACP) III, highlighting the terminology to be used (and also not used) when writing on HIV/AIDS
- Provided technical support to install quality system testing processes and installation/maintenance support to laboratories through a contract with Satyam, a global IT consulting and services provider
