Warden Message: Unrest in Punjab

U.S. citizens are advised of the continuing tensions and civil unrest in the Indian state of Punjab.  The killing of a Sikh leader in Austria May 24 sparked violent protests in many areas, particularly around Jalandhar, Ludhiana, Phagwara and Hoshiarpur.  There have been no reports of foreigners being targeted, but due to the intensity of the protests, Americans could be at risk.  The concern will be heightened when and if the body of the slain cleric is returned to India - possibly during the week of May 26-31.  All U.S. citizens residing or traveling in Punjab should exercise caution, maintain a low profile, avoid all demonstrations, monitor local media for security updates, and anticipate major transportation disruptions.

H1N1 Airport Screening April 29, 2009

The Government of India has announced new airport screening measures at each of its international terminals in response to the outbreak of H1N1 flu in a number of countries.  These measures will take effect immediately.

The screening measures include requiring all travelers arriving on international flights to complete a questionnaire that will be reviewed by health care screeners upon arrival. Travelers who answer yes to any of the questions or show signs of fever or cough may be referred to a doctor and possibly detained for observation.  Travelers showing signs of fever or cough during a flight may also be asked to wear a mask for the duration of the flight.  Passengers sitting in the vicinity, three rows ahead and back, of the affected traveler may also be given masks to wear and be subject to additional screening upon arrival in India.  Travelers arriving from or transiting affected countries, and who have a fever or cough at the time of embarkation, are being asked by Indian authorities to consider postponing their trip.

Travelers to India should be prepared for significant delays upon arrival as these screening measures are implemented.

The U.S. Embassy New Delhi announces that the American Citizens Services Unit will be closed for routine services on Friday, January 23 in order to conduct staff training. Therefore, there will be no public window hours for passport renewal/replacement, notarial services, registration services, or other regular services on that date.  In the event of a consular emergency involving a U.S. citizen on January 23, please call the Embassy operator at 2419-8000 (begin by dialing 011- if calling from India but outside Delhi or with a mobile phone, or by dialing 011-91-11- if calling from the United States.)

HEIGHTENED SECURITY AT AIRPORTS IN INDIA

American citizens in India are advised that the Government of India has ordered heightened security measures at airports and the surrounding areas throughout India.   The Government of India has alerted airline security officials that threat information has been received targeting airports on or around December 4 through December 6.  All major airports in India, including those in New Delhi, Mumbai, Bangalore, Chennai, Kolkata, Hyderabad, and Kochi, have been placed on high alert following threats of airport attacks and hijacking of planes.

Passengers will be allowed entry to an airport only after showing valid photo identity cards and are advised to arrive at the airport at least two hours in advance for both domestic and international flights.  Indian security forces will be conducting checks of vehicles, passenger baggage, airport entrance, and exit roads.  Under this heightened security system where extra surveillance has been setup at most airports, passengers should expect to be frisked several times before boarding the aircraft.

Americans traveling or residing in India are reminded to monitor local news reports, vary their routes and times in carrying out daily activities, and consider the level of security when visiting all public places, including religious sites, hotels, restaurants, entertainment and recreation venues.  If unattended packages are spotted, American citizens should immediately exit the area and report the packages to authorities.

ELECTIONS FOR DELHI ASSEMBLY

The voting for the Delhi Legislative Assembly Election will be held at a number of polling stations throughout the city on Saturday, November 29, 2008.

Delhi Police have made extensive arrangements for the election; police and security personnel have been deployed at polling booths and public gathering areas to prevent possible pre-election violence.  Delhi police have also raised their security profile at a number of additional sites in response to the series of attacks in Mumbai that occurred on 11/26 and general concerns of subsequent incidents.  Americans in New Delhi are advised to stay away from the polling areas, maintain a low profile, and avoid areas of traffic disruptions or possible political protest.

TERROR ATTACKS IN MUMBAI

Terrorists attacked two hotels, a railway station, restaurant, hospital, and other locations in Mumbai frequented by Westerners on November 26.  Over 100 persons are believed to have been killed, and hundreds injured.  Gunfire continues between terrorists and police at several locations in Mumbai.  Some of the casualties are foreigners, and media reports indicate Americans have been targeted. 

Due to the fluid situation in Mumbai, Americans are urged to defer travel to Mumbai for at least the next 48-72 hours.  Those currently in Mumbai are asked to take shelter at their current location and contact family and friends.  American citizens in need of assistance related to the terrorist attacks should call the Department of State Mumbai Task Force  at 1-888-407-4747 toll-free in the United States and Canada or, for callers in other areas, by calling a regular toll line at 1-202-501-4444.  All welfare and whereabouts inquiries regarding Americans who may have been in the Mumbai area can be made by calling the above numbers.

Diwali Holiday Warning

Dear American Citizens,

The warden message below contains important information.  Please pass it to other Americans whom you may know; we would like as many of our citizens residing or traveling in India to be able to receive this information.  Thank you.


The U.S. Embassy and the Consulates wish to alert our American citizen residents and tourists in India to maintain a high level of vigilance during the upcoming Diwali festival.  Diwali is considered the most important Indian holiday of the year; markets and transportation centers will be full of shoppers and travelers.  You are reminded to consider the level of security present when visiting public places.  Recent terrorist attacks in India targeted large crowded urban areas such as shopping centers, trains and train stations, cinemas, mosques, and restaurants; most took place during busy evening hours.  Terrorist attacks, however, can occur anytime and anywhere.  Although foreigners have not been specific targets of these attacks the risk of being a victim is ever present.  You are reminded to be vigilant about security at all times. 

Fireworks, or “crackers,” are a necessary component of Diwali, which is also known as the Festival of Lights.   Fireworks can range from simple homemade devices and sparklers to massive explosions, which can be frightening to the unprepared, especially children and pets.  Children should be prohibited from playing with fireworks and warned that the streets could be littered with fireworks that have malfunctioned.  These fireworks should not be handled due to their unstable nature.

EXPLOSION IN NEW DELHI

There was a bomb blast this afternoon at 2:15 p.m. at the Mehrauli flower market in New Delhi.  Local media is reporting 2 fatalities and 18 injured.

EXPLOSIONS IN NEW DELHI

September 13, 2008

Several explosions went off on the evening of Saturday, September 13, 2008 in New Delhi with initial reports of nine killed and as many as 100 people injured.  The bombs were located at Connaught Place, Greater Kailash, and Karol Bagh.

Warden Message: New Website for Overseas Voters

We encourage you to visit the newly redesigned Federal Voting Assistance Program website at www.fvap.gov, the official U.S. government website for overseas voters.  The updated website features an automated Voter Registration and Ballot Delivery tool that will greatly improve the vote-by-mail process.

There are two options for overseas voters using the FVAP website:

  • Visit www.fvap.gov and click “Get Started” to be directed to an online Federal Postcard Application and instructions for your state; or
  • Visit www.fvap.gov and click “Use our New Automated Tool to Register/Request a Ballot” under Quick Links in the lower right-hand corner of the home page.  You will be redirected to www.fvap.com, a fully automated site that requires you to create a user account and password.

Voter Registration & Requesting an Absentee Ballot

Voters who have not yet registered to vote and requested an absentee ballot should do so now using the FVAP website.  You may also pick up a hard copy of the Federal Postcard Application (FPCA) from any U.S. Embassy or Consulate.

You should also complete a new Federal Postcard Application if you have moved or changed your name since the last time you voted.

Voting

Your local voting officials should mail your absentee ballot 30 to 45 days before the November 4 general election.  Return your voted ballot as early as possible.  Be aware of your state’s ballot receipt deadline, as well as any postmarking requirements.

Emergency Ballots

The Federal Write-In Absentee Ballot (FWAB) serves as an emergency ballot for voters who registered in time but fail to receive an official ballot from local election officials.  You can access the FWAB using www.fvap.gov as well.

SECURITY CAUTIONS FOLLOWING BOMBS IN BANGALORE, KARNATAKA AND AHMEDABAD AND SURAT, GUJARAT

Several bombs were detected and diffused on Tuesday July 29, 2008 in Surat, Gujarat.   The discovery of these bombs follows the Friday, July 25th Bangalore bomb blasts and those on Saturday, July 26th in Ahmedabad, Gujarat.  These bombings have killed more than 50 people, and injured hundreds. Police are actively investigating bomb threats across the country, including in Kolkata and Chennai.

Warden Message: Overseas Absentee Voting

Act now to register to vote and request an absentee ballot for the 2008 presidential and general elections!

Eligibility to Vote

Generally, all U.S. citizens 18 years or older who are residing outside the United States during an election period are eligible to vote absentee in any election for Federal office.  Some states allow overseas voters to vote in state and local elections as well.

Voting eligibility and residency requirements are determined by the various U.S. states, and are available on-line at http://fvap.gov/pubs/vag.html.  Your "legal state of residence" for voting purposes is the state where you last resided immediately prior to departure from the United States.  Voting rights extend to overseas citizens even though they may no longer own property or have other ties to their last state of residence, and even if their intent to return to that state may be uncertain.  For those who have never resided in the United States, sixteen states allow certain U.S. citizens to register where a parent or spouse would be eligible to vote.

Voter Registration & Requesting an Absentee Ballot

Voters who have not yet registered to vote and requested an absentee ballot should do so now.

Complete the Federal Post Card Application (FPCA) using the instructions for your state in the Voting Assistance Guide.  You may pick up a hard copy of the FPCA from any U.S. Embassy or Consulate, or use the online version.

2. Sign, date and mail the completed FPCA to the address listed in the Voting Assistance Guide.  If you are sending the FPCA through international mail, please affix appropriate airmail postage.  Alternatively, you can print out a postage-paid address label and ask any U.S. Embassy or Consulate to send your FPCA postage-paid through diplomatic pouch or the military postal service.  Some states allow voters to send in the FPCA by fax, but they also require you to send in the hard copy by mail.  Follow your state’s regulations precisely.

3. Send in a new FPCA if you have moved or changed your name since the last time you voted.

4. Check your state’s voter registration verification website (http://fvap.gov/vao/stregissites.html), or follow up directly with your local election officials, to confirm that you are registered.

All American citizens living in or visiting India are invited to attend the Independence Day celebration at the U.S. Embassy!

Gates will open at 5:30 p.m.  A formal presentation, including welcoming remarks from Ambassador David C. Gujjar Demonstrations - 05 June 2008

Members of the Gujjar community are planning a large demonstration at the Jantar Mantar area of New Delhi on June 5th.  There exists the likelihood of traffic disruptions in the area and the possibility of violence.  Americans in New Delhi are advised to stay away from the Jantar Mantar area on June 5, maintain a low profile, and avoid areas of traffic disruptions and political protest.

Possible Rail and Road Disruption in Delhi, NCR, Uttar Pradesh and Haryana

Members of the Gujjar community have called a strike on Thursday, May 29th for New Delhi, the National Capital Region, and the states of Uttar Pradesh and Haryana.  There exists the possibility of traffic disruptions on roads, including the Jaipur-Delhi and Jaipur-Agra roadways.  Inter-state train services are expected to be affected.  Americans traveling to and throughout the region are advised to maintain a low profile, and avoid areas of traffic disruptions and political protest.

Jaipur Bomb Blasts - 13 May 2008

A series of powerful explosions occurred in Jaipur, Rajasthan including Sangener Gate, Subhash Chowk, Hanuman Temple in Tripolia Bazaar, Chandpol, Bari Choupad, Manak Chowk, Johri Bazaar, and Hawa Mahal at 7:30 p.m. local time, May 13th.

Olympic Torch Relay Caution

April 17, 2008

The New Delhi portion of the Olympic Torch Relay will take place on the afternoon of Thursday April 17.   Due to a heavy security presence, road closures and crowds, New Delhi Police recommend that non-essential travel be postponed and that alternate routes be used near Raj Path, Vijay Chowk and India Gate.   Road closures in this area may begin to appear midday on the 17th but are officially in effect beginning 2pm and are expected to last until 8pm.

The New Delhi police have no specific information about protests in the vicinity of the Chinese embassy but will continue to maintain sizable presence in the area.   The current road closures will remain in place.  American citizens should monitor news reports to determine the current situation as the day progresses.  The Embassy wishes to remind American citizens to avoid crowds as demonstrations in India can occur or escalate spontaneously and pose risks to personal safety.

Increases to U.S. Passport Fees and
New Parental Signature Requirements for U.S. Minors

On February 1, 2008, the U.S. Government will increase its fees for certain U.S. citizen passport services.  For adult applicants renewing a passport, the total fee will increase to $75.  For first-time applicants age 16 and over, the total fee will increase to $100.  The fee for minors under 16 years of age will be $85. 

Effective February 1, 2008, passport applicants who are U.S. citizen minors under the age of 16 must appear personally with their parents to establish identity, proof of citizenship and proof of relationship.   For parental application permission, both parents must appear together and sign, or one parent may appear to sign and submit the other parent’s notarized statement, or one parent may appear, sign, and submit primary evidence of sole authority.  Minors age 16 and 17 may apply in person with their own identification, but for security reasons, parental consent may be required.  If your child does not have identification of their own, a parent will be required to accompany the child and present identification.

ISKCON TEMPLE, VRINDAVAN, UTTAR PRADESH

An article in the local media reports that a threat has been made against the International Society for Krishna Consciousness Society (ISKCON) temple in Vrindavan, Uttar Pradesh.  The reported threat notes that a “large number of Americans” frequent the temple.  While the credibility of this threat has not yet been determined, Indian security officials are taking this threat seriously.  American citizens traveling through Vrindavan,  some three hours SE of New Delhi, are advised to avoid the ISKCON temple on January 25 and 26, the dates specifically mentioned in the threat.  Those resident in the area should increase their security measures and remain vigilant.

AVIAN INFLUENZA INFORMATION FOR AMERICAN CITIZENS

The United States Mission is monitoring carefully the outbreak of H5N1 Avian Influenza in Eastern India.  The Government of India has confirmed that the outbreak is spreading to other districts of the state of West Bengal, and unconfirmed reports have been received from districts near Kolkata.  U.S. citizens should monitor local media for developments and the latest information on affected areas so that they can avoid travel to the areas with concentrations of the disease.  It is also very important that U.S. citizens follow the advice of local government health officials who are responding to the outbreak.

All U.S. citizens are encouraged to practice good hygiene, such as washing hands, scrupulously cleaning food preparation areas, and fully cooking food.  In addition, U.S. citizens are advised to avoid close contact with any fowl, such as chickens and ducks, to stay clear of any sick birds, and to not visit "wet" markets where poultry are slaughtered.   

The U.S. Consulate General in Kolkata will host a "town hall" meeting on Friday, January 25, 2008, at 2:30 PM for all U.S. citizens to answer questions regarding Avian Influenza. The meeting will take place in the Lincoln Room at the American Center, located at  38-A, Jawaharlal Nehru Road, Kolkata 700 071.

While it is possible that humans will eventually contract this deadly disease, U.S. citizens in India are reminded that Avian Influenza is primarily a disease of birds.  People who have contracted Avian Influenza have generally had close and prolonged contact with infected birds (usually chickens or ducks), their feces, or their blood.  Human-to-human transmission has been exceptional, and has been the result of sustained, close contact with the infected individual.

All U.S. citizens should consider their medium-term plans in the unlikely event that Avian Influenza ever becomes a virulent human disease, or pandemic flu.  Pandemic planning information is available at www.pandemicflu.gov.

Warden Message - Bombings in Uttar Pradesh

Given the serial explosions and tragic loss of life today in the Uttar Pradesh towns of Lucknow, Faizabad and Varanasi, the Embassy urges all Americans in India to maintain vigilance and familiarize themselves with the Safety and Security section of the Consular Information Sheet located on our Embassy website http://newdelhi.usemabssy.gov  excerpted below:

SAFETY AND SECURITY:  A number of anti-Western terrorist groups (some of which are on the U.S. government's list of foreign terrorist organizations are believed to be active in India, including, but not limited to, Islamic extremist groups such as Harakat ul-Mujahidin, Jaish-e-Mohammed, and Lashkar-e Tayyiba. While historically Jammu and Kashmir have been a focal point of terrorist activity, bomb blasts resulting in deaths and injuries have occurred in public places such as markets, as well as on public transportation such as trains and buses throughout India.  Examples of major attacks in recent years include the detonation of explosive devices on a train northwest of Delhi (February 2007), simultaneous attacks on Mumbai commuter trains (July 2006), simultaneous attacks on a train station and places of worship in Varanasi (March 2006), and simultaneous attacks on several markets in New Delhi (October 2005).  A number of other terrorist incidents causing fewer casualties have also occurred, including a few in which American citizens were injured.  The motive for many of these attacks has not been clearly established, although it is believed that U.S. citizens were not specifically targeted or injured in any of these attacks.  Specific areas of concern are addressed under "Areas of Instability."   

Beyond the threat from terrorism, demonstrations are also likely to cause disruption. Protests can begin spontaneously and escalate with little warning, disrupting transportation systems and city services and posing risks to travelers' personal safety.  In response to such events, Indian authorities occasionally impose curfews and/or restrict travel.  U.S. citizens are urged to avoid demonstrations and rallies as they have the potential for violence, especially immediately preceding and following elections.  In addition, religious and inter-caste violence is unpredictable and occurs occasionally.  In some cases, demonstrators specifically block roads near popular tourist sites in order to gain the attention of Indian authorities, although tourists are rarely attacked in these incidents.  Mobs have, however, attacked Indian and American missionaries and social workers as such activity provokes strong reactions in some areas.  U.S. citizens should monitor local television and print media and contact the U.S. Embassy or the nearest U.S. Consulate for further information about the current situation in areas where they wish to travel.

Warden Message - Cyclone Sidr

This Warden Message is to alert U.S. citizens residing or traveling in the Orissa and West Bengal regions of India to Cyclone Sidr, which is in the Bay of Bengal and headed north northwest towards the northern Bay of Bengal and Bangladesh.  The Joint Typhoon Warning Center forecasts the cyclone will make landfall sometime later this week and will strengthen as it approaches land.  Its winds could reach the equivalent of category 4 hurricane force with wind gusts of up to 225-280 km/h.  Urge all U.S. citizens in your area that they should monitor the progress of the storm in local media. Cyclone Sidr can be expected to cause heavy rains, flooding, strong winds, damage to buildings, and other life threatening conditions.  Americans in the region should immediately prepare for the possibility that they could be without power and/or communications and unable to move by road for some time if the storm hits their area. Airports and seaports are also likely to be closed should the storm intensify as expected.  Americans should carefully monitor all weather advisories and be prepared to seek shelter farther inland.

Warden Message Regarding Hyderabad Bombings - August 26, 2007

At approximately 8:00 P.M. on August 25th two explosions in Hyderabad, Andhra Pradesh killed over 40 people and injured many more.  There are unconfirmed reports that additional explosive devices were found at other locations in Hyderabad.  Security has been heightened in cities throughout India, including Chennai and Bangalore, especially at railway stations and airports. While there is no reason to believe American citizens were targeted, the Consulate urges U.S. citizens in Hyderabad and other areas in southern India to exercise caution in their travels and activities.

The Consulate wishes to remind American citizens that demonstrations in India can occur or escalate spontaneously and pose risks to travelers' personal safety. American citizens also should monitor news reports regarding the location of any other disturbances that may occur.

Independence Day Celebration at U.S. Embassy

All American citizens living in or visiting India are invited to attend the Independence Day celebration at the U.S. Embassy!

Place: ACSA Ballfield (entrance at Gate E, the "ACSA Gate," on Panchsheel Marg across from New Sikkim House, in the Chanakya Puri neighborhood, New Delhi)

Gates will open at 5:30 p.m.  A formal presentation, including welcoming remarks from Ambassador David C. Mulford, will take place from 7:00  - 7:30 p.m.  Entry to the ACSA ballfield will be restricted during this presentation, so please arrive early!  There will be carnival games, fireworks, special commemorative T-shirts for sale, and more!  Those attending will be able to purchase coupons for food and drinks.
